   DREDGING COMMITTEE MINUTES:
  Minutes of meeting
June 18, 2003

The Miami River Commission Dredging Working Group June 18, 2003 meeting was called to order at 10 am at the Rosenstiel School, Auditorium, 4600 Rickenbacker Cswy, Miami, FL.  Dick Bunnell and Scott Mitchell co-chaired the meeting. The attendee list is attached.

 

Project Status - Rene Perez, USACE project officer, advised the group that in the beginning of this month the USACE District Office in Jacksonville received approval to start the project with “Congressional Add” funds and then after completion of the economic study utilize operation and maintenance funds.  Rene stated they have written approval of this procedure from HQ.  Next Rene stated that on June 5, 2003 the Project Cooperation Agreement (PCA) was returned to the non-federal sponsor (Miami-Dade County) for approval of minor changes required by USACE.  Rene stated that yesterday the project sponsor accepted and returned the PCA to Jacksonville and it was forwarded to USACE HQ.  Rene expects that final approval will be “within days”.  Once HQ approves the package, final signatures on the PCA from HQ and the project sponsor will be completed and then the bid documents can be advertised for the dredging project.  Discussion ensued concerning the details of the PCA signing.  Rene advised the group that the Request for Proposals (RFP) process would be open for 45 days once the RFP is advertised.  Rene stated that the evaluation period is a maximum of 30 days and could occur in less than 30 days.  Dick Bunnell asked Rene, when does the local sponsor need to provide funds to the USACE?  Rene responded that it is usually just before the USACE provides the notice to proceed to the selected contractor. 

Status of Bank-to Bank Project -.  Carlos Espinosa, MDC DERM, stated that additional consent letters have been received and approximately 75% of properties have signed the consent.  Carlos has directed Ed Swakon to look at the individual reaches of the project to determine which areas can be dredged outside the federal channel.  Also if the funding for bank-to-bank is limited, Ed Swakon will look at the best areas to maximize the removal of contaminated sediments that are outside the federal channel.  It was noted that the required Miami-Dade County permit would go before the County Commission on July 22, 2003.  Discussion ensued on the remaining properties that have not signed the consent form and how the dredging contract could be worded.  It was noted that some of the properties listed have been sold and have new owners.  The MRC will work with Ed Swakon to help get the consent letters to the correct owners. 

Utility Crossings – The utility relocations are proceeding well and at this time all utilities will be relocated before the dredging project will pass their respective areas.

New Business – The next dredging meeting was scheduled for July 16, 2003 at 10 am, at the Rosenstiel School
