Project
Status – Dick Bunnell advised the group that the Project
Cooperation Agreement (PCA) was signed on
July 30, 2003
by the USACE and
Miami-Dade
County
. Rene Perez, USACE project
officer, advised that the Request for Proposal (RFP) will be out by this
upcoming
Friday August 29, 2003
or early the next week. There
is a small land certification issue for use of the FDOT underground
storm sewer. Rene stated
that the RFP will be able to go out without this land certification;
however, the actual award of the contract could not be issued until the
land certification is completed. The
storm sewer is very large (approximately 5 feet in diameter) and could
possibly be utilized by the winning contractor.
A question was asked concerning the actual dock length available
to the contractor at the temporary drying site and the answer was 430
feet.
Status
of Bank-to Bank Project - Roman Gastesi advised the group that
Miami-Dade
County
essentially has a verbal agreement with the city to cost share the
bank-to-bank project. Roman
stated the county has a line item in their budget and funds are in the
capital budget. The
bank-to-bank project will be an option under the USACE federal
channel-dredging contract. The
Board of County Commissioners approved the required county permit for
the “bank-to-bank” project on
July 22, 2003
. Roman stated that the
county and city are planning to enter some form of inter local agreement
concerning the bank-to-bank funding; however, there was no city
representative attending the meeting to provide a city response or
report. Tim McIntosh (DERM)
advised that approximately 80% of the property owners on the river have
signed the consent form to allow dredging in way of their property.
Discussion ensued concerning property owners that may sign the
consent form in the future and how the project will be able to include
these late signing property owners.
It was noted that the bank-to-bank dredging would not occur east
of the
Brickell
Avenue
Bridge
. It was clarified by Rene
Perez that solid rock will not be dredged it will just be sediment or
loose rock. If solid rock is
encountered, even if it is above the 15-foot design depth, it will not
be removed.
Utility
Crossings – Roman
Gastesi and David Miller advised that the next utility meeting is
scheduled for

New
Business – Ms. Terri Jordan of the USACE provided a description
and poster of the environmental improvements that can be expected from
the
Miami River
dredging project. She provided a short description of the improvements
expected.

September 17, 2003
