  Minutes of meeting

The Miami River Commission’s Economic Development and Commerce (EDC) Working Group met at 3:00 PM, Tuesday, February 12, 2002, at the Rosenstiel School, 4600 Rickenbacker Causeway, Dean’s Conference Room.  Cleve Jones, Jr. chaired the meeting.  The sign in sheet is enclosed.

 

On February 4, 2002, the Miami River Commission (MRC) passed a unanimous resolution, “In that the Miami Intermodal Center (MIC) Environmental Impact Statement (EIS) is outdated, and does not consider the Miami River Dredging project, nor the cumulative impact on the working river of multiple river-crossings presently contemplated to connect transportation to the MIC, the MRC unanimously requests a supplemental MIC EIS be prepared.”  The first item on the agenda was a discussion regarding the process of effectuating a supplemental Environmental Impact Statement (EIS) for the Miami Intermodal Center (MIC).  The Florida Department of Transportation’s (FDOT) “Project, Development and Environment (PD&E) Manual” outlines the process of preparing a supplemental MIC EIS.  Miller provided the subcommittee with the MIC EIS, which was approved in December 1997, making it over three years old.  The FDOT PD&E Manual states an EIS is considered out of date three years after its adoption, therefore the MIC EIS is considered out of date.  MRC staff stated they would mail the MRC request for a supplemental MIC EIS, with proper citations of the FDOT PD&E Manual, to the proper authorities.

The second item on the agenda was a discussion of the Historically Underutilized Business HUB Zone status sought by the MRC for census tract “48”, which is the only census tract within the Miami River corridor not currently designated in the HUB Zone.  Brett Bibeau provided the EDC with a letter he was copied on, from Jack Geis, Small Business Administration, South Florida District Office, to Michael McHale, Associate Administrator, HUBZone Empowerment Contracting Program, SBA.  The January 24, 2002 letter states, “Since the District Office does not have the authority to designate a HUBZone, I am forwarding the Commission’s letter to your attention for appropriate action.”  Bibeau stated Mr. McHale has not contacted the MRC office as of yet.  Miller stated if Mr. McHale has not contacted the MRC by Feb. 24, 2002, MRC staff would contact him.

The EDC discussed their official “goals”, adopted July 23, 2002.  The EDC decided to bring possible additions and deletions to the goals at their next regularly scheduled meeting, the second Tuesday in March, 3 pm, Rosenstiel School, 4600 Rickenbacker Cswy., Dean’s Conference Room.
