The Miami River Commission Executive Committee was called to order at 8:00 a.m. at Greenstreets Café located at 3468 Main Highway , Coconut Grove.

The “Finnegan’s on the River” proposal to create a restaurant at the old “Atlantic Boatyard” site, located on the Miami River ’s south shore, immediately east of I-95, was presented to the MRC’s Urban Infill Working Group (UIWG) in November 2003.  The UIWG found the project to be consistent with the Miami River Corridor Urban Infill Plan, and the property owner requested to present the project to the MRC on March 1, 2004 .

Mr. Isilio Arriaga, President of the Greater Miami Chamber of Commerce, will be re-invited to address the MRC on March 1, 2004 .

The Executive Board directed MRC staff to cordially invite “Hurricane Cove” to present their new 3-building plans, as submitted to the City of Miami in a Major Use Special Permit application, at the MRC’s March 1, 2004 meeting.

The Executive Board asked for an update on the City of Miami ’s Miami River Economic Study to be presented to the MRC on March 1, 2004 .

The Miami River Fund, Inc. (MRFI) audit report was provided to the Executive Committee.   Bibeau stated that the MRFI continues to operate under the Sunshine Law.  The MRFI was provided the Executive Board’s recommendations discussed during their January 2004 meeting. Mr. Parks requested that a letter be drafted seeking the opinion of the Attorney General and the Ethics Commission, regarding issues pertaining to the MRFI’s fundraising campaign.  Mr. Bunnell stated the issue will be further reviewed at the MRFI’s publicly noticed February 19, 2004 meeting, at 8 AM in the Miami River Inn, 118 South River Drive .

            Mr. Parks asked for the status of the previous “ Florida Yacht Basin ” site.  Mr. Bibeau stated a proposed development for the site was presented to the UIWG Subcommittee in December 2003.  The potential developer has a contract on the site pending a zoning change from Marine Industrial for a residential Major Use Special Permit (MUSP).  The UIWG provided the potential developers with the Bernard Zyscovich rendering of this site in the Miami River Corridor Urban Infill Plan, which depicts residential uses on the upland portions, while maintaining a water dependent / water related use in the existing boat slips.  The potential developers stated they would be happy to consider maintaining water dependent uses in the water slips, and would like to speak with any marine related interests on potential partnerships in this regard.
