    GREENWAY SUBCOMMITTEE  AND QUALITY OF LIFE JOINT MINUTES:
  Minutes of meeting

The Miami River Commission’s (MRC) Greenway Subcommittee met Tuesday, April 1, 2003, at 10 am, in the Miami Riverside Center, 444 SW 2nd Ave, 8th Floor conference room.  Dr. Ernie Martin chaired the meeting.  The attendance sheet is attached.

Dr. Martin opened the meeting with self-introductions.  Dr. Martin and Lavinia Freeman, Trust for Public Land (TPL) provided an overview of the Miami River Greenway Action Plan.  The Greenway Subcommittee discussed public access and design connectivity for the downtown’s north shore riverwalk sections.  The Committee identified the following two critical sites along the Riverwalks north shore between Biscayne Bay and Metrorail:

  1. Metromover Riverwalk Station - a fence blocks public access between the completed riverwalk on the east side, and the One Riverview Square riverwalk, scheduled to open September 1, 2003.
  2. South Miami Avenue Bridge north side – Greenway needs to continue west from One Riverview Square on the east side, beneath the bridge into the Epoch Development site.

Representatives of the downtown north shore Riverwalk sections provided the following status reports on their developments:

§   One Miami – Ami Tanel offered to provide the One Miami riverwalk design to the other downtown riverwalk developers.  Due to construction staging, the One Miami riverwalk will be One Miami’s final building phase, 18 months from now.  One Miami’s 896 residential units are 90% sold pre-construction.  This trailhead section of the Miami River Greenway will include artwork, special lighting, a restaurant on the river and café on the bay.  One Miami would like to include a water taxi stop just before the Dupont plaza, yet the Federal Navigable channel may be too close.  One Miami’s riverwalk will be publicly accessible.

§   Dupont Plaza - Timothy Wensing, CMC Construction, Juan Carlos Sotomayer and Pedro P. Bravo, R.V. L. Architects, provided an overview of the future plans for the Dupont plaza section.  The site will take several years to re-develop.  The developers would like to provide early preliminary draft designs for review by the MRC and County’s shoreline committee.  The riverwalk will have all the amenities, mixed uses and a restaurant will connect to the riverwalk, and they would like to preserve the existing boat dockage.

§   One Riverview Square – David Yoblick, Panther Management Corp. reported that the project would be open September 1, 2003.  The first floor of the office building has three restaurants connecting to the riverwalk.  One Riverview Square joins the Greenway subcommittee in requesting Miami-Dade County to remove the existing fence beneath the “Riverwalk” Metro mover station, in order to provide public access between the One Riverview Square and Bijan’s riverwalk sections.

§   Epoch Development site – Mr. Tony Cabrera provided an overview of his project, located on the old “baseball stadium” site.  Mr. Cabrera stated he was committed to devloping the large site, and had refused offers to sell the land.  Cabrera hired Steve Lefton, Kimley-Horn and Associates, to design his riverwalk section.  Cabrera would like a Riverboat to dock at the site, and would consider donating its proceeds to the Miami River Commission.  Cabrera will provide the City Charter mandated 50-foot development setback from the Miami River.  Cabrera noted that this major redevelopment project will require public infrastructure improvements, such as resurfacing South Miami Avenue Bridge to current standards (making it less noisy) and allowing the Riverwalk to pass beneath the north side of the bridge.  

            The next Greenways meeting was scheduled for May 6, 10 am, 444 SW 2nd Ave, 8th FL. Conference Room.  The meeting adjourned.
