RIVER COMMISSION GREENWAY SUBCOMMITTEE AND QUALITY OF LIFE JOINT MINUTES: Minutes of meeting |

The
Greenways subcommittee discussed a draft City
of Miami Capital Improvement Project (CIP) list, which may go
to referendum in November 2001.
The subcommittee requested a more itemized list depicting exactly
where the “citywide” projects would be funded.
In addition the subcommittee passed a unanimous resolution
directing the Miami River Commission to lobby for the CIP list to
include the Miami River Greenway Action Plan’s (adopted by the City
Commission in principle) estimate for lower and middle Miami River
Greenway development, approximately $6,000,000. The
Greenways subcommittee heard a presentation form Milian, Swain and
Associates and Dianne Johnson, City of Miami, regarding the Lummus
Landing greenway plans.
The current preliminary plans create infrastructure for three
developable parcels.
The planned riverwalk is 12 feet wide.
If the parcels are developed, the current Lummus Landing plans
would probably require waivers including the setback from the Miami
River, riverwalk width, and parking.
Lavinia Freeman, Trust for Public Land (TPL), stated TPL supports
the Lummus Landing Greenway with the existing surrounding open green
space attached to riverfront Lummus Park.
Dianne Johnson stated that was a possibility.
Brett Bibeau, Miami River Commission, stated the property
immediately east of Lummus Landing has preliminary restaurant plans, and
the property immediately west of Lummus Landing has two successful
existing restaurants and fish markets, Joe’s and Garcia’s.
Milian, Swain and Associates are scheduled to finalize
construction drawings in 210 days.
Dianne Johnson, City of Miami, stated they would take a look at
widening the riverwalk.
The Greenway subcommittee passed a unanimous resolution
supporting the Lummus Landing Greenway project subject to the following
conditions: 1)
the riverwalk be widened to a preferred 20 feet but no less than
a 16 feet wide clear path walkway 2)
the riverwalk building materials be environmentally sensitive 3)
the City not grant any waivers to their landscaping standards and
guidelines as waivers would set a bad precedent 4)
all possible future development of Lummus Landing be marine

development of this plan requires City Commission approval.
Dianne Johnson accepted an invitation to provide a presentation
regarding the Lummus Landing project to the full Miami River Commission
on September 10, 2001. The
Greenway subcommittee passed a unanimous resolution supporting increased
landscaping to cover the loading docks of a planned Publix, which
intersects the proposed Greenway at SW 6th Street and SW 3rd
Ave. Brett
Bibeau invited the Greenway’s subcommittee to a Miami River Greenway
groundbreaking ceremony at the Riverside East Little Havana Garden,
underneath the Flagler Bridge, Friday, July 27, 11 am.
The project was lead by Guillermo Borges and Officer Reyes, East
Little Havana NET office, and supported by the Miami River Commission,
Trust for Public Land and Empowerment Trust. |
