The Miami River Commission ’s (MRC) Greenway Subcommittee met Tuesday, October 12, 2004, at 10 am, in the University of Miami Rosenstiel School, 4600 Rickenbacker Cswy., Library Map Room.  Dr. Ernie Martin chaired the meeting.  The attendance sheet is enclosed.

I. Review of Miami River Greenway Historical Markers – The Greenways subcommittee reviewed the revised text for the following historical markers:

  • Riverside Neighborhood and the Miami River Inn
  • Julia Tuttle and Fort Dallas Park
  • East Coast Fisheries
  • Lummus Park
  • General Lawrence / Sewell Park

  Brett Bibeau provided text for the William English Slave Quarters / Fort Dallas (1844) marker, and asked if Mr. Broton and Mr. Gaby were working on the Wagner Homestead (1856) text.  Dr. Martin stated he wanted to meet with the Villagers to clarify which 10 sites are within the first phase of historical markers.

II. Preparation for City of Miami Bond Oversight Board’s Requested Update on the Miami River Greenway GOB presentation Bibeau stated Dianne Johnson, City of Miami, recently informed him the $1,725,000 balance in the bond’s Greenway line item has been committed for construction of the Miami River Greenway sections currently under final engineering.  The Greenways subcommittee requested a break down of cost estimates and available funding sources for each section.  Bibeau offered to prepare a power point presentation outlining the development progress on all sections of the Miami River Greenway, including the privately funded areas, for the upcoming Bond oversight board presentation.

III.  Status of Miami River Greenway Development and Engineering Documents – Kevin Brown, City of Miami , reported construction documents for sections A, F, G and E1 are being completed by October 15, 2004 , and construction is expected to commence in January 2005.  Engineering documents for sections B, C and E2, are 60% complete, will be finished by early November 2004, and construction will commence in early March 2005.  The CIP Department is meeting to determine the appropriate course of action for the Spring Garden “on-road” section.  The City met with FPL, whom will be submitting the Greenway lighting designing within three weeks.         

Ms. Sallye Jude stated she continues to advocate for flowering trees along the planned greenway and offered to coordinate a meeting between the Flowering Trees Society and Greenway engineering consultants to meet with designers, etc.   

Ms. Sallye Jude stated the City of Miami is considering taking 1/3 of Lummus Park to build a police horse stable facility.  Ms, Jude stated since downtown Miami’s population is growing with major redevelopment, and the City of Miami has the least park space per resident of any large City in the Country, the facility should be built in a non-park site. Dr. Martin and Ms. Jude stated they would like the MRC to provide the City with an advisory recommendation regarding the proposal to build a horse stable facility in Lummus Park .

IV)  Status of Miami River Greenway Design Standards

Mr. Brown stated there will be a Miami River Greenway design standards meeting in October 2004, and he wants the MRC and TPL to participate.

V)  New Business

The Greenways subcommittee scheduled there next meeting for November 19, 2004 , 2 PM , UM Rosenstiel School , 4600 Rickenbacker Cswy.
