The
Miami River Commission’s (MRC) Greenway Subcommittee met Tuesday,
November 4, 2003, at 10 am, at the Miami Riverside Center, 444 SW 2nd
Ave, 8th Floor, conference room.

Mr. Bruno Carvalho, Kimley-Horn and Associates (KHA), stated the greenway construction document contract has been executed by the Trust for Public Land, City of Miami, and KHA. Carvalho presented the “Phase I”, 30% complete construction documents to the Miami River Greenway Subcommittee. Carvalho noted the city minimum standards are 10-foot wide travel lanes and 9-foot wide on-street parking spaces. This “Phase I” planned on-road section of the greenway consists of a 7.83-foot wide pedestrian path, with an additional 6-foot wide landscape area. Mr. Jose Casanova, City of Miami Planning Department recommended further outreach to adjacent merchants regarding the minimal replacement of on-street parking with the proposed greenway. Casanova suggested a new zoning overlay to address commercial parking requirements for the lower river area. Carvalho commented that the Neo Lofts Miami River Greenway construction documents are due by December 1, 2003. The greenway subcommittee reviewed and discussed all related greenway components, including lighting, paver colors, utilities, and landscaping. Mr. Brett Bibeau, MRC Managing Director, stated that the Florida Department of Transportation (FDOT) is prepared to paint the NW 1 St. Bridge a shade of aqua per the recommendation of the Greenway Subcommittee. Dr. Martin stated he would note this progress during the December 1 Greenway Subcommittee’s report to the MRC and recommend that a parking plan be created to present to local merchants and to continue attempting to underground adjacent utilities. Review of Proposed Miami
River Greenway “Phase I” Path Color
Carvalho presented a series of recommended colors for the greenways pavers. The subcommittee unanimously agreed on color C-12 Mesa Beige. Dr. Martin suggested using accent colors for benches, garbage cans, bicycle racks and other proposed amenities. Carvalho informed the subcommittee that Neo Lofts has proposed to relocate FPL lines to the riverside of South River Drive where the greenway is being planned. Carvalho stated under grounding single feeder poles is estimated at $7,500 each. Dr. Martin restated the MRC’s strong recommendation to underground all utilities adjacent to the planned Miami River Greenway. III. Review of Draft Historical Signage Design and Miami River Greenway Logo Mr. Bibeau, reminded the Greenway Subcommittee that in their July 30, 2003 update to the Villager’s Inc., the proposed design for the historical signage was scheduled for completion by November 2003. Ms. Lavinia Freeman, Trust for Public Land, and Mr. Carvalho stated the draft historical signage design would be prepared for the Villagers review by the end of November 2003. The
