RIVER COMMISSION GREENWAY SUBCOMMITTEE AND QUALITY OF LIFE JOINT MINUTES: Minutes of meeting |

The Miami River Commission’s (MRC)
Greenway Subcommittee met Tuesday, November 12, 2002, at 9 am, in the
Miami River Inn, 118 South River Drive.

Bibeau provided an update on the City of
Miami’s “Lummus Landing” advertised Invitation for Bids (IFB).
The first issuance of the IFB did not receive any bid responses,
so the City re-advertised the IFB.
Any received bids were scheduled to be publicly opened in the
City Clerk’s Office on November 7, 2002. Bibeau stated the City of Miami’s
Homeland Defense and Neighborhood Improvement Bond Oversight Board
unanimously recommended the City Commission allocate the required
$25,000 match to the Miami Circle Greenway grant, awarded to the MRC.
The City Commission will consider the recommended matching
allocation on November 19, 2002. The
Department of State (DOS) contracted Charles Michelson to create
construction drawings for the Miami Circle site improvements.
Mr. Michelson is subcontracting Kimley-Horn and Associates for
this project. Upon
completion, the documents will be presented to the DOS Circle Planning
Group, which approved the Miami River Greenway concept for the Miami
Circle site on November 30, 2001. Bibeau
noted that the land along the sites shoreline is fill from the 1933
dredging, therefore having a waterfront Greenway path results in less
disruption of this sensitive archeological and spiritual site. The Greenway subcommittee discussed and
revised the Greenway’s available funding matrix between I-95 and 12th
Ave. The revised document
will be forwarded to the TPL consultants for consideration in making
Greenway construction drawings in that section. The Greenway
subcommittee discussed the October 29, 2002 “One Miami” presentation
to the City Commission. The
developer, the Related Group, requested the $4.7 million Greenway at the
site be funded from the City of Miami’s Homeland Defense and
Neighborhood Improvement Bond $2 million Greenway line item and Gateways
line items. The City
Commission directed the City Manager to provide a list of all available
funding sources for the proposed Greenway. The Greenway subcommittee decided to further discuss this
item upon receipt of the City Manager’s report.
Dr. Martin noted the bond money is key as matching funds to
leverage additional Greenway grant funding for public Right of Way
sections of the Greenway, rather than the private 400 feet of Riverwalk
at the One Miami project, where the developer is currently bound by the
City Charter to develop the riverwalk at his own cost.
Bibeau noted the proposal to use Bond funding was not presented
to the Bond Oversight Board before it was heard by the City Commission. The meeting
adjourned. |
