The Miami River Commission Grant Investigation Subcommittee meeting was called to order at 4pm in the Rosenstiel, 4600 Rickenbacker Cswy., Dean's Conference room. Dr. Ernest Martin chaired the meeting and the attendee list is enclosed.

 

The updated grant matrix was reviewed. The color codes are green for funding actually received, yellow for submitted and pending grants, and red for grants near deadlines.

Community Development Block Grants were awarded in the amount of $84,000 for the safewalk through Overtown, and $277,000 for Point Park expansion. Brett Bibeau and David Miller submitted the Environmental Community Based Organization grant application, which will be applied for students to take environmental education boat rides on the Miami River. Hector Badia, City of Miami, will be contacted on the status of the pending Section 319 nonpoint source implementation program. The Elizabeth Ordway Dunn foundation allocated $2,500 for a survey of Point Park where Dr. Martin is considering a Point Park, middle river section museum. James Merrill III is interested in a maritime museum for the industrial portion of the river and the downtown portion of the river will have a museum at the historic Miami Circle. Ginny Newell, Michael Cox and Ernie Martin are working on a Grant in Aid for Historic Preservation and Brett Bibeau is ordering an Urban Community Forestry grant application, both of which are due the end of August. Perhaps the Forestry grant may be applied at Point Park.

City of Miami Commissioner Johnny Winton formed a Baywalk Committee which is chaired by Lavinia Freeman, Trust for Public Land, and Steve Riach. The Grant Investigation subcommittee will be monitoring their progress.

Brett Bibeau has identified several Department of Environmental Protection (DEP) greenway grant opportunities including Acquisition of Land, which offers market value for property used for greenways, and Florida Communities Trust. The DEP regional Department of Greenways director, Rick Halvorsen, was given a boat tour of the Miami River by Bibeau on Saturday, August 19, and he pledged his support for what he called a "well organized and thought out greenway proposal".

There are other greenway grant opportunities available through the Department of Interior, HUD, and the Department of Transportation, such as Tea-21. These grants are primarily available because greenways offer an alternative means of transportation. Increased bicycle commuters will result in less automobile traffic. At 7 pm on August 24, Brett Bibeau will be attending a Metropolitan Planning Organization Bicycle Path Access Committee meeting in South Miami City Hall.

David Miller, Brett Bibeau and Diane Johnson, City of Miami, met with Debra Margol and Rem Carbrera of Miami-Dade Department of Cultural Affairs. The Miami River Commission will apply for the second quarter community grants program and Tourist Development Council Grants Program,to partially fund April 2001 Riverday. When Riverday reaches a $150,000 budget, it will be eligible for the Festivals and Special Events Grants Program.

Finally, the Miami River Commission Urban Infill Subcommittee is working hard on the complex and lengthy Florida Department of Community Affairs Urban Infill and Redevelopment Assistance Grant Program.

The Grant Investigation Subcommittee noted the importance of using the internet to obtain grant applications, and saving them on disk in order to easily re-file the same slightly modified application the following fiscal year.
