  Minutes of meeting
May 8, 2002

The Miami River Commission’s (MRC) Urban Infill Working Group (UIWG) met as regularly scheduled on the second Wednesday of the month, May 8, 2002, 9 am, in the Miami Riverside Center, 444 SW 2nd Ave., 3rd floor.  Mr. Jim Murley chaired the meeting.  The attendance sheet is enclosed.

 

The meeting opened with self-introductions.  Murley stated the MRC heard a presentation on the draft on May 6, and will look to approve the final Infill Plan on June 10.  Linda Haskins, City of Miami asked if approval of the Infill Plan will create a Tax Increment Financing (TIF) District.  Murley and Miller explained the Plan will only recommend a TIF, which could only be created through a separate step of the City and County executing a separate Interlocal Agreement.  The draft Infill Plan currently recommends a TIF boundary that follows the proposed Greenway path, and the block facing North River Drive, where the Greenway is not proposed.  Dina Bianchino stated the City is interested in looking into the TIF from 2nd Ave to the salinity dam.  Bianchino stated the City Manager is concerned about the budget impact of creating the TIF if it includes downtown Riverfront properties.  Brett Bibeau noted that in preliminary figures removing the tax increment collected east of 2nd Ave reduces the revenue generated in a the proposed TIF by 2/3.  The Urban Infill Working Group recommended the MRC’s Tax Increment Financing Investigation Subcommittee to work with Tom Marko, Miami-Dade County Office of Management and Budget, to obtain the projections of a TIF district from 2nd Ave to the salinity dam, and separate projections for smaller TIF’s consisting of just the City area, and just the County area.  MRC staff stated they will publicly notice a meeting of the TIF subcommittee before May 15.  Murley explained the Infill Plan’s recommendation for the TIF’s governance structure.  A joint City and County board, which approves the annual plan, would control the proposed TIF.  In addition, the Plan recommends a Greenway Trust for daily maintenance, security, special events, etc.  This recommendation is consistent with the Governance structure report recommendation conducted by the author of the Miami River Greenway Action Plan, Greenways, Inc.

Clark Turner stated a TIF district could be effective to preserve land for marine industries, because rising market values may result in pricing the industry out of the riverfront properties.  The Infill Plan will highlight this point.

The UIWG reviewed, revised and discussed the draft Infill Plan page by page.  Assignments were made where additional data is required.  All additional information will be provided by May 15, 2002.

The UIWG will host the third and final round of public hearings on the following dates:

  • “Lower River” (Biscayne Bay to the 5th ST Bridge) May 16, 2002, 6-8 pm, Lummus Park, Community Center, 404 NW Third Street
  • “Middle River” (5th Street Bridge to 22nd Ave Bridge), May 15, 2002, 6-8 PM, MIAMI-DADE HOUSING AGENCY, 1401 NW 7TH AVE, New Board Room
  • “Upper River” (22nd Ave Bridge to the Salinity dam) May 14, 2002, 5-7 PM, Miami-Dade Transit Authority, 3300 NW 32nd Ave., Auditorium
