 The Miami River Commission Urban Infill Subcommittee met Thursday, May 24, 2001, 9 am, Miami Riverside Center, 444 SW 2nd Ave., 3rd floor conference room.  Mr. Jim Murley chaired the meeting.  The attendance sheet is enclosed.

 

 

The Urban Infill Subcommittee revised the draft scope of services for the Miami River Corridor Urban Infill Plan.  After making the revisions identified in the meeting, the draft scope of services will be presented to the Miami River Commission on June 4.

Clark Turner, City of Miami, stated the City Commission approved Joint Planning Agreement will be signed by City Manager Gimenez, “momentarily”.  In addition Mr. Turner stated the City of Miami will provide the Miami River Commission (MRC) with a draft contract by May 25, providing the awarded Department of Community Affairs $50,000 grant award to the MRC, and requesting the MRC adopt utilization of the City’s competitive selection procedure.  The professional planning firm, Kimley-Horn, has been approved through a City of Miami administered Request for Proposal competitive selection procedure.  In addition, Kimley-Horn is contracted by the Federal Empowerment Trust to create the Empowerment Zone’s “Strategic Plan”.  A large amount of the Empowerment and Miami River Corridor Urban Infill boundaries overlap, therefore Kimley-Horn already obtains a wealth of knowledge and documentation pertaining to the blighted areas within the Miami River Corridor Urban Infill boundary.  The draft contract between the City of Miami and the Miami River Commission will be reviewed by the MRC’s attorney, Tom Parker, to confirm the proposed utilization of the City of Miami’s competitive selection procedure meets all State requirements for contracting professional services, which may pertain to the MRC.  After Mr. Parker’s approval, the full Miami River Commission will vote on the contract on June 4.

The next meeting of the Urban Infill Subcommittee was scheduled for June 4, 2:30 pm, 444 SW 2nd Ave, 3rd floor conference room.
