RIVER COMMISSION URBAN INFILL PLANNING GROUP MINUTES: Minutes of meeting |

The Miami River Commission’s Urban Infill and Redevelopment Working Group met Wednesday, August 8, 2001, 9 am, Miami Riverside Center, 444 SW 2nd Ave, 3rd Floor Conference room. The attendance sheet is enclosed. |

The Working
Group discussed the execution of the City/MRC MOU.
The MOU requires signatures to be received in the following
order, City Law Department, Risk Management, MRC, City Manager,
Oversight Board and City Clerk. Sarah
Ingle stated the Law and Risk Management signatures will be obtained by
August 10, and then the MOU will be provided to the MRC for signatures.
In regards to the Oversight Board signature, Dianne Johnson
stated the Oversight Board chair reviews City contracts every five days. Kimely-Horn and Associates confirmed receipt of all documents listed in the executed scope of services “data collection” with the following exceptions: 1) Current City land use overlay districts in electronic format (to be provided by City) 2) Water and sewer atlas maps provided to consultant (county will provide electronic file). 3) Waterfront charters, agreements, and resolutions (to be provided by City) 4) Property data including assessment, ownership, structural and other information (to be provided by City) 5) Proposed public and private commitments/projects in district 1 (to be provided by City) The City and
County stated they would provide all remaining “Data Collection”
documents to Kimley-Horn and Associates (KHA) A.S.A.P.
In addition, Sarah Ingle stated she would provide KHA the
recently completed Spring Garden and Highland Park surveys. Brett Bibeau
asked the City to submit any zoning amendments they are interested in
incorporating into the Miami River Corridor Plan, during the current
data collection phase. Dianne Johnson stated the Riverside District
Master Plan has the Marine Industrial Special Overlay zoning changes,
and down zoning the Highland Park neighborhood from R-4, although the
residents are currently paying R-3 taxes, will be considered. The Urban Infill
Subcommittee unanimously approved the field survey form, plan timeline,
and 5-day document approval policy (the City, County and MRC Urban
Infill working group representatives will be provided 5 days to review
any documents prior to their release to the public). The Urban Infill Subcommittee discussed the important half-day brainstorming session to be held September 12, 8:30 am-noon. The subcommittee noted the importance of this meeting and need to invite major Urban Infill Plan stakeholders to participate. |
