RIVER COMMISSION URBAN INFILL PLANNING GROUP MINUTES: Minutes of meeting |

The Miami River Commission Urban Infill Planning Group meeting was called to order at 1 pm in the Miami Riverside Center, 444 SW 2nd Ave., 3rd floor conference room. Jim Murley chaired the meeting, and the attendee list is enclosed. |

The
Florida Department of Community Affairs Urban Infill and Redevelopment
Assistance Grant Program requires cover letters from The Miami River
Commission chair, and a joint letter from the City of Miami and
Miami-Dade County chief executive officers. Henry Flood, City of Miami
grant writer, stated that in 1976 the City of Miami passed 76-9 9
delegating chief city executive signing authority to the City Manager
(currently Carlos Gimenez). The 1aw should be referenced in the cover
letter. The City of Miami is the fiscal agent and lead applicant for the
grant. The
grant requires letters of support form identified Urban Infill area
stakeholders. The stakeholders have been notified with a form letter for
them to fill out and fax to Sara Ingle, City of Miami, at (305) 400-5177
by September 1.
The proposed temporary
drying site for Miami River dredged fill is located within the Urban
Infill boundaries. Miami-Dade Commissioner Jimmy Morales would like the
proposed site bound on the west by NW 37th Ave, NW 33rd Street in the
south, NW 36th Ave. in the east, and NW 35th Ave in the north, to become
a park after its use as a temporary drying site If that becomes a
reality, Mr. Murley would like all grant opportunities applied for to
make it the best park possible.
A requirement of the
Urban Infill and Redevelopment Assistance Grant Program is that public
transit is only a quarter mile away from any location within the
boundaries. The City of Miami Comprehensive Master Plan states that is
the case throughout all of downtown, including the proposed Urban Infill
area.
In the August 10, 2000
Miami River Commission Urban Infill Planning
Working Group meeting it was stated that the grant exhibit 8
wasn’t applicable. Upon further review it was determined that exhibit
8 indeed needs to be completed. The sections planned will be included.
Regarding
Urban Infill Grant exhibit 9, it was stated in the Urban Inflll August
10 meeting that we weren’t eligible for the CRA, but upon further
review it was determined that we are. Furthermore the working group
questioned on Aug. 10 whether we were eligible for Neighborhood
Improvement District 163, but upon further review it was determined that
we aren’t. City
of Miami grant writer, Henry Flood, offered to review the grant prior to
its submittal. The grant is due September 12 and Mr. Flood will be in
Honduras Sept. 2-9, but is willing to have it e-mailed to him for his
review while being out of the country or checking it upon his return
which doesn’t provide much time for revisions before the deadline. The
next meetings of the Miami River Commission Urban Infill Planning
Working Group were scheduled for Friday, Sept. 1, 11 am, and Wednesday,
September 6, 1 pm, both at the Miami Riverside Center, 444 SW 2nd Ave.,
3rd floor conference room. Before then, Jim Murley will be meeting with
David Dahlstrom to work on the application. The
meeting was adjourned at 3 pm. |
