   URBAN INFILL PLANNING GROUP MINUTES:

The Miami River Commission’s Urban Infill and Redevelopment Working Group (UIWG) met Wednesday, November 14, 2001, 9 am, Miami Riverside Center, 444 SW 2nd Ave, 3rd Floor Conference room.  Jim Murley chaired the meeting.  The attendance sheet is enclosed.

 

     The UIWG requested Steve Lefton, Kimley-Horn and Associates provide an Urban Infill Plan status report to the full MRC on December 10, 2001, noon, 3250 SW 3rd Ave.  The UIWG tentatively scheduled the second round of Public Visioning Workshops:

      “Lower River” (Biscayne Bay to the 5th Street Bridge)
Tuesday, January 15, 2002, 6:00 - 8:00 pm
Lummus Park, Community Center, 404 NW Third Street

               “Middle River” (5th Street Bridge to 22nd Ave Bridge)
               Wednesday, January 16, 2002, 7 – 9 PM
               Travelodge Hotel, Conference Room, 1170 NW 11th Street

      ·        “Upper River” (22nd Ave Bridge to the Salinity dam)
               Thursday, January 17, 2001, 5 – 7 PM
               Miami-Dade Transit Authority, Auditorium 3300 NW 32nd Ave.

     The UIWG agreed to rename the north river “Ballpark” location as a “redevelopment opportunity”, and remove the south river ballpark site from the “opportunities and constraints” exhibit.  The UIWG agreed to include the list of projects within the Miami River Infill boundary to be funded by the “Homeland Defense and Neighborhood Improvement” bond issue, which passed on November 13, 2001, in the Infill plan.  In addition, the UIWG requested the list of $138 million in projects available from previous bond issues.  Any projects within the Urban Infill boundary will be included in the plan as well.

      Mr. Murley asked about the cycle of the City of Miami’s 2002 Comprehensive Plan Amendment.  Sarah Ingle, City of Miami, stated she would find out and inform the UIWG.  Murley stated the Plan should follow the concept of the Miami River as an Intermodal Transportation Corridor including Greenways, Blueways, commercial vessels, recreational vessels, Metro-Rail, Metro-Mover, the Miami Intermodal Center, Airport, etc.  Furthermore, Murley recommended the plan should be divided into, “I. Areas of Change, II. Preservation of Neighborhoods and Commercial Interests, III. Governance”.

     Sarah Ingle stated the City of Miami is scheduling meetings regarding zoning issues the Miami River Corridor Plan will address.  Specifically the City is interested in making all zoning East of I-95 mixed-use, high rise.  Ingle stated she would inquire if it is a possibility to issue a moratorium on zoning changes until the completion of the Urban Infill Plan in March 2002.

      The UIWG reviewed new Redevelopment Opportunity exhibits.  Steve Lefton, Kimley-Horn and Associates stated he would provide the UIWG the Plan’s Outline in December 2001.
