I.
Discuss Wagner Creek Pollution Source Identification and Abatement
Project - Ms. Liz Abbott, South Florida Water Management
District (SFWMD), informed the subcommittee that Mr. Rod Lovett,
Miami-Dade Water and Sewer Department, and Mr. Francisco Gonzalez, City
of
Miami
, conducted a portion of the Wagner Creek isolation survey with a small
group of people in December 2003. The isolation survey was conducted
along
NW 20th ST
from Wagner Creek, proceeding west to
NW 22nd Ave.
The purpose of the survey
was to verify the accuracy of the new CAD drawings and measure water
flows. The isolation survey
team stated that the flow was a normal level, yet discovered
inconsistencies between the CAD drawings and what was observed in the
field. Gonzalez provided the
SSC with copies of the completed section of the isolation survey.
Abbott reminded the SSC of the available funding for the Wagner
Creek Pollution Source Identification and Abatement Project, including
$50,000 allocated in the 1996 legislative session to the
Department of Environmental Resource Management (DERM), which may be
reprogrammed if not spent by the end of the fiscal year.
In addition, the
Miami River Commission
has $50,000 available under the SFWMD ’04 grant.
Abbott suggested DERM assign their available funding to the MRC
for the purpose of completing the isolation study.
Abbott noted that a private surveyor would complete the required
isolation survey faster than the numerous agencies.
Abbott offered to contact Dr. Susan Markley, DERM, and draft the
work statement. Abbot
offered to e-mail the draft work statement to the SSC in mid January,
and meet on
January 20, 2004
to review it.
II.
Status of the Wagner Creek Corrective Action Plan - Mr. John
Guttman, Consulting Engineering and Science Inc., the City of
Miami
’s Wagner Creek consultant, updated the SSC on the status of the
Wagner Creek Correction Action Plan (CAP). The City of
Miami
submitted the potential 1.6 acre site, located between
NW 15th ST
and
NW 17th ST, East
of
NW 7th AVE
, for temporary storage of the 10,000-11,000 cubic yards of sediments
dredged from Wagner Creek. Guttman stated he was interested in the
sediment treatment methods provided by Trimax.
Mr. Jose Lago, City of
Miami
, clarified the timeline presented in the SSC’s December 2003 minutes.
The CAP will be completed and submitted to DERM by the end of
February 2004, and its approval is anticipated in May 2004.
III.
New Business - Mr. Brett Bibeau, MRC Managing Director,
stated the SSC members had been receiving regular e-mailed pictures from
the Scavenger 2000 depollution vessel, showing large quantities of
floatable debris entering the river from the culvert on the River’s
north shore, immediately east of the
South
Miami
Ave
Bridge
. Bibeau suggested that a
solid waste interceptor be installed on this culvert, which is
immediately adjacent to a newly constructed riverwalk section planned to
continue west beneath the bridge.
Bibeau
stated the MRC has a deliverable from a City of
Miami
grant to stencil environmental messages on stormwater drains. Bibeau
provided the subcommittee with the draft design, scheduled for approval
in the February SSC meeting.
