  STORMWATER SUBCOMMITTEE MINUTES:
  Minutes of meeting

Miami River Commission Stormwater Subcommittee met on Tuesday, March 20, 2001, at 10 am, in the Miami River Inn, Marjory Stoneman Douglas Conference Room, 118 South River Drive, Miami, FL.  Arsenio Milian chaired the meeting.  The attendance sheets are enclosed.

 

Richard Alleman, South Florida Water Management District, discussed the methodology and logic behind the most recent draft Stormwater report.  Alleman stated there are five focuses.

1)      Customer Needs – The “Customers” are the taxpayers and residents of Miami-Dade County.  The residents “needs” are the to have “fishable and swimable” water as legislated in the Clean Water Act and SWIM plan.

2)      Clear Objectives – Translation of the residents needs into clear outlined objectives and the management of resources to achieve the objectives. 

3)      Establish Systems – Specific systems should be established to manage the implementation of the objectives.  The systems should be managed on a database, recording the progress of the different resources.

4)      Measures of Success – Measuring the water quality should regularly occur in order to record and track the success of implementing the objectives set forth in the Stormwater report.  Frequent water quality testing will allow an opportunity to adjust the implementation efforts if need be.

5)      Efficiency – The implementation efforts must be efficient use of resources and taxpayers money.  This will be achieved through strategic planning.

Mr. Alleman explained the Miami River Commission reports to the State Legislature.  The Miami River Commission has several subcommittees, including the Stormwater Subcommittee, all of which report to the Miami River Commission.  Alleman suggested the Stormwater Subcommittee create several “project teams” consisting of multiple agencies.  Each Project team will have an official project plan with specific tasks, timelines and deadlines of the measurable improvements set forth in the Stormwater Report.  Each Project team will have one designated project leader.  The project leaders will all have one seat at the Miami River Commission’ Stormwater Subcommittee, which reports to the Miami River Commission, which reports to the State Legislature.  In practice the project leaders will only have to go through significant discussion if their project team is varying from their approved project plan.

Dana Morrison, Special Agent, Department of Environment Protection, Division of Law Enforcement and Environmental Investigations, and Sergeant E. Helms, Miami-Dade Police Depart, Environmental Investigations Unit, stated they are working on the Environmental component of Governor Bush’s Operation Riverwalk”.  They are looking for repeat environmental offenders, who aren’t in compliance, to prosecute.

Mr. Milian decided to wait for the approval of the draft Stormwater report until the next meeting, April 12, 10 am, Miami River Inn, when hopefully all the agencies who worked on the report will have representatives present to vote on the approval of the plan.
