  STORMWATER SUBCOMMITTEE MINUTES:

Miami River Commission Stormwater Subcommittee met on Thursday, May 31, 2001, at 10 am, in the Miami River Inn, Marjory Stoneman Douglas Conference Room, 118 South River Drive, Miami, FL.  Arsenio Milian chaired the meeting.  The attendance sheets are enclosed.

 

The Stormwater subcommittee reviewed the draft report.  Dr. Susan Markley, DERM, moved to incorporate the Miami-Dade Water and Sewer Department revisions, subject to DERM’s approval.  The motion was seconded by Michael Self, FDEP, and unanimously passed by the Stormwater Subcommittee.

Dr. Markley suggested moving the technical pages 6-26 to the end of the report as an attachment.  The title page was revised to read, “Miami River Basin Water Quality Improvement Report; Based on Upper Wagner Creek Pilot Program” and the report is by the Miami River Commission’s “Stormwater Subcommittee”.

A subcommittee consisting of DERM, the City, and WASD was created to provide further cost estimates for the improvement recommendation section.  The subcommittee will meet and develop estimates prior to the next Stormwater meeting.  The revised estimates will be included in the report.

Maribel Balbin, South Florida Water Management District, stated the SFWMD approved the revised report.

David Miller, Miami River Commission, stated the MRC will develop an agency matrix to include in the report.

Michael Self, FDEP, made a motion to approve the report subject to incorporating the WASD revisions after DERM’s approval, the input of the Finance Subcommittee, incorporation of the Matrix, and reformatting the plan.  The motion was seconded by Ernesto Perez, EPA, and passed unanimously.

Brett Bibeau stated the Miami River Commission’s Tax Increment Finance Investigation Subcommittee requested an estimate for stormwater retrofitting within the proposed TIF district.  Hector Badia, City of Miami, stated the City of Miami has a total of 1,858 acres in the Miami River basin.  50-40% of the stormwater system needs retrofitting.  In 1995 the cost of retrofitting the stormwater system was $8,326 per acre, a total of $7 million.

The next Stormwater Subcommittee meeting was scheduled for Tuesday, July 10, 2001, 10 am, Miami River Inn.
