Miami River Commission Stormwater Subcommittee met on Tuesday, July 10, 2001, at 10 am, in the Miami River Inn, Marjory Stoneman Douglas Conference Room, 118 South River Drive, Miami, FL. Arsenio Milian chaired the meeting. The attendance sheets are enclosed. |

Two new members of the Stormwater subcommittee were introduced, Shawn Sculley and Deborah L. Drum, South Florida Water Management District (SFWMD). The SFWMD would like to utilize the final Stormwater report as a legislative agenda for funding the implementations recommended in the plan. The SFWMD has had funding available to partially fund the Pinehurst Stormwater system retrofitting project. The SFWMD requested the City submit a detailed Scope of Services for the Pinehurst Stormwater retrofitting project in the near future, or the funds may be reallocated. Dr Ernest Martin, Spring Garden Civic Association, addressed the Stormwater Subcommittee. On January 19, 2001, members of the Spring Garden Civic Association filed a complaint with the Stormwater Subcommittee regarding the industrial uses of the Water and Sewer Facility on Wagner Creek at NW 7th Ave and 8th Street. Dr. Martin stated the Water and Sewer Department has offered to cease all industrial uses of the facility, which will be strictly administrative. Dr. Martin stated the University of Miami has adopted the concept of a greenway along Wagner Creek between NW 12th Ave and NW 14th Ave. Betty Fleming, past Miami River Coordinating Committee Executive Director, is working on this project. The City of Miami owns the Wagner Creek shore between NW 14th Ave and NW 20th Ave. The City currently has plans to dredge Wagner Creek, and perhaps the planned University of Miami Wagner Creek Greenway between NW 12th Ave and NW 14th Ave could connect to a Greenway along the City’s portion from NW 14th Ave to NW 20th Ave. The SFWMD representatives stated they were allocated $6 million in connection with implementing the recommendations of the Biscayne Bay Partnership Initiative (BBPI). The Miami River is eligible to receive a portion of the funding. The proposed Wagner Creek Greenway is eligible for a SFWMD $250,000 RFP to be released in October 2001. In reviewing the draft Stormwater Report, the subcommittee discussed the need to further develop and complete the estimates for implementing the reports recommendations. A working group meeting with John Chorolog, WASD, Mike Self, FDEP, Dr. Markley, DERM, Jan Rogers, DEP, Deborah Drum, Shawn Sculley, SFWMD, Hector Badia, City, David Miller and Brett Bibeau, MRC, was scheduled for August 7, 9 am, SFWMD offices, 172-A West Flagler Street, Miami, FL, video conference room. The agenda will include completing estimates for all Miami River stormwater improvements needed over the next five years, Pinehurst Stormwater retrofitting project, and the Wager Creek Greenway. The next Stormwater subcommittee meeting was scheduled for August 28, 10 am, Miami River Inn, Marjory Stoneman Douglas Conference Room, 118 South River Drive. |
