  Minutes of meeting
July 7, 2004

The Miami River Commission ’s (MRC) Stormwater Subcommittee (SSC) convened on Wednesday, July 7, 2004 , at 10:00 AM , in the Miami River Inn, 118 South River Drive .  The sign in sheet is enclosed.

I. Update on the Development of TMDL’s for Wagner CreekA component of the Florida Department of Environmental Protection’s process for setting Total Maximum Daily Loads (TMDL) is to conduct a public hearing with stakeholders, residents and officials from the area surrounding the water body in question.  FDEP would like to co-host the charette with the SSC in early Fall 2004 with the SSC. (FDEP) requires Ms. Liz Abbott, South Florida Water Management District (SFWMD), stated recent FDEP testing confirmed high levels of e-coli in Wagner Creek.  The planned Wagner Creek dredging project will be incorporated into the TMDL plan.

II. Status of the MRC “Upper Wagner Creek Isolation Survey” RFP - Mr. Brett Bibeau , MRC Managing Director, informed the SSC that the contracts with Camp, Dresser, McKee (CDM), contractor for the Upper Wagner Creek Isolation Survey, have been approved and fully executed by both parties.  Fieldwork for the project is scheduled to begin no later than July 12, 2004 .  Mr. Bibeau stated the SSC and MRC will remain fully informed on the progress.  The SSC agreed to check spot site visits.

III. Status of Wagner Creek Corrective Action Plan - The Stormwater Subcommittee minutes from June 2, 2004 indicate the City of Miami’s consultant was scheduled to submit the required responses to DERM’s request for additional details on the Wagner Creek dredging permit applications by June 4, 2004.  The present City of Miami and DERM representatives had not confirmed the expected submittal of the DERM permit modifications and agreed to provide a permit status report at the SSC’s September 1, 2004 meeting.

IV. Stencil Project Update - Mr. Bibeau stated on June 7, 2004 , the MRC deferred final consideration of “Stenciling” environmental messages adjacent to storm drains along the Miami River to their July 12, 2004 meeting, at noon , 3250 SW 3rd Avenue , Miami , Florida .             

V. Status of WASD Smoke Testing of the Western Sub-Basin and DERM Funding for Wagner Creek - Ms. Abbott, SFWMD, authorized a written request from Steve Blair, DERM, to use $30,000 in 1997 SWIM funding (contract expires September 2004) for the Water and Sewer Department to conduct testing (smoke and or dye flood testing) in Wagner Creek, to seek the source of e-coli pollution.  In addition, Abbott provided a “scope of work” between DERM and the WASD for the project.  Rod Lovette, WASD, stated he is awaiting authorization from DERM to commence the testing.  The SSC noted the need to complete the testing prior to the upcoming wet season.  Pending all necessary job order agreements, the completed testing results may be ready for at the SSC’s September meeting. 

VII. New Business - Mr. Rod Lovett, WASD, stated he will contact Francis Mitchell, City of Miami Assistant Director of Public Works, to recommend means to provide up to 40% cost savings on projects, such as using “inlay patches vs. overlay patches” and doing the entire roadway at once, rather than one business or residence at a time.   

Mr. Lovett stated a new tentative site for the WASD proposed new CPA sanitary sewer pump station is West of I-95 and South of SW 8 ST.  Lovette assured the planned pump station would be well landscaped and have architectural features.  WASD is entering into preliminary design and coordination phases for the project.  The Miami-Dade County proposed General Obligation Bond Issue has line items to remove “pump station #2” located in Bicentennial Park.  The new “CPA” pump station would treat flow from former pump station #2, pump station #8 (currently located in the Brickell Ave median), and some of the flow from pump station #1 (currently located on the Miami River’s north shore, east of the 5 ST Bridge).  Mr. Bibeau inquired of capacity limits, since there are 7,000 residential units currently under construction or in final permitting along the Miami River .  Lovette responded by law each individual pump at each separate pump station (multiple pumps per station), may only operate for 10 hours per day.  Lovette noted the pumps currently do not have to operate close to 10 hours a day each, therefore the pump stations have the capacity to handle the additional flows which will be caused by population increases and new developments along the Miami River .
