Update on the Development of TMDL’s for Wagner Creek –
Dan
Apt resigned from the Florida Department of environmental protection,
and the SSC will seek a replacement to attend the next meeting.
II.
Status of the MRC “Upper Wagner Creek Isolation Survey” -
Mr. Brett Bibeau, MRC
Managing Director, provided the SSC with the Camp, Dresser, McKee
(CDM), survey note package, including pictures of manholes,
descriptions, etc. Liz
Abbott, SFWMD, stated she continues to seek records comparing the
identified cross connections with completed repairs.
Mr. Gambino, DERM, stated he would search their files.
The SSC noticed many of the stormdrains were clogged and full of
debris. City of
Miami Public Works
confirmed they have been receiving flooding complaints.
The citywide inlet cleaning program hasn’t gotten to this area
yet. Ms. Abbott noted an
oily sheen on top, which is a tell tale sign of interconnections.
Rod Lovette stated the WASD is inspecting Basin 54.
The WASD had to clean some of the basins before doing the work,
and perhaps the smoke testing failed due to the debris.
The WASD found 5 possible minor defects, and will conduct the
camera process and re-smoke test to determine precise locations,
followed by necessary repairs. The
testing is utilizing $15,000 of $53,000 1997 SWIM funding.
CDM identified 5 areas with flushed waste.
Next CDM will submit a draft report with recommendations, etc.
Cleaning of the inlets should be coordinated with future testing
and inspections. DERM had
$54,000, $30,000 pledged to Wagner Creek testing, $15,000 completed, and
$15,000 remains for the next basin.
Waiting for FDEP approval of contract extension.
Brett Bibeau recommended installing more garbage cans near street
vendors and storm drains.
III.
Status of Wagner Creek Corrective Action Plan (CAP) –
Jose Lago, City of
Miami
, stated the FDEP permit for Wagner Creek dredging has been issued, and
three quarters of the Army Corps permit has been issued.
The City will reply to DERM’s new request for additional
information by October 12, then it is possible for the Board of County
Commissioners to consider the permit application in December 2004.
After the permits are issued, the City requires four months for
“Job Order Contracting”. A
topo-graph survey is being completed for the approved Wagner Creek
dredging sediment temporary storage site, located at NW 17 ST and NW 7
Ave. Wagner Creek dredging
Phases IV and V (NW 14 Ave to NW 11 ST) include 13,000 cubic yards of
sediments. Phase III (NW 20
St to NW 14 ST) is being designed. Abbott
stated if the City submitted their consultant’s invoices for the
design work, the SFWMD would forward their reimbursable grant funding.
IV.
Stencil Project Update – Bibeau
stated the MRC’s storm drain stenciling project is completed,
and “Don’t Pollute Drains to the
Miami River
” in English and Spanish, with a fish icon, have been applied adjacent
to 75 storm drains along North and South River Drives.
The
SSC noted the next regularly scheduled 1st Wednesday of the
month meeting will be held on
