  STORMWATER SUBCOMMITTEE MINUTES:
  Minutes of meeting

The Miami River Commission’s Stormwater Subcommittee met Friday, November 28, 2001, 1:30 pm, in the South Florida Water Management District (SFWMD), Miami-Dade Regional Service Center, 172-A West Flagler Street, Video Conference Room, linking with the West Palm SFWMD office.  The attendance sheet is enclosed.

 

     The stormwater subcommittee provided final revisions to the draft stormwater report.  The most significant additions were the following Action Plan items:

  • 1F – Install solid waste interceptors at all Miami River outfalls - $8,000,000

  • 1G – Remove solid waste from catch basins - $800,000 per year

  • 2C – Conduct “dye flood” study for entire Miami River - $800,000

     Dr. Ernest Martin made a motion to approve the Stormwater Report subject to inserting the final revisions discussed during the Stormwater Subcommittee meeting.  Dr. Susan Markley seconded the motion, which passed unanimously by the Stormwater Subcommittee.  The most significant additions still required are the City of Miami providing text for Action Plan items 1B,C, D and E and the Department of Environmental Resource Management (DERM) providing text for 3C.  Brett Bibeau stated upon inserting these additional required sections, the approved Stormwater report will be brought to the full Miami River Commission for adoption on December 7, 2001, noon, 3250 SW 3rd Ave.

     Under “New Business” Bibeau provided the stormwater subcommittee with a file submitted by Bill Borges, East Little Havana Neighborhood Enhancement Team Code Inspector.  The file reviewed a Water and Sewer problem on South River Drive beneath the First Street Bridge.  Borges provided dozens of pictures depicting the problem.  Although there was no representative of the Water and Sewer Department (WASD) present, Dr. Markley, DERM, offered assistance in contacting them to fix the problem beneath the First Street Bridge.  Bibeau stated he had brought a WASD representative to the site over half a year ago, which produced no results and thanked Dr. Markley for the assistance in repairing the problem.  Borges, the Miami River Commission and the Trust for Public Land have begun a beautification project beneath the First Street Bridge, which can not proceed until the Water and Sewer problem is fixed.
