  Minutes of meeting

The Miami River Commission’s (MRC) Tax Increment Financing (TIF) Investigation Working Group met May 20, 2002, 9 am, in the Rosenstiel School, 4600 Rickenbacker Cswy., Library Map Room.  Dr. Ernest Martin chaired the meeting, and the attendance sheet is enclosed.

 

Mr. Tom Marko, Miami-Dade County Office of Management and Budget, stated the County currently has eight designated TIF districts.  The TIF subcommittee briefly reviewed the financial returns provided thus far by the eight existing TIF districts.  Marko provided the TIF Working Group with the attached estimated financial returns for several possible TIF districts within the Miami River Urban Infill boundary.

The TIF working groups representatives from the City and County agreed to continue meeting regarding creating a River TIF district.  Dr. Martin restated the following priority projects within the TIF boundary, which are recommended for TIF funding: Developing the Miami River Greenway, dredging tributaries, and retrofitting the stormwater system.

Jim Murley, Miami River Commission’s chair of the Urban Infill Working Group, stated the Infill Plan will recommend that the MRC, with a newly formed infrastructure subcommittee, create a 5-year integrated budget.  The 5-year integrated budget would be completed within one year of the Infill Plan’s adoption.  The budget would become the guiding document for expenditures from the proposed TIF district.  During the same time period (2003) the City and County will be negotiating the Interlocal agreement, required to create the TIF district, and the MRC will request any required legislation during the next legislative session.

Marko explained the County pays their share of the eight existing TIF’s with one check per year, at the end of each fiscal year.  In accordance with the Interlocal Agreements, the County has a TIF committee.  The committee reviews and approves the TIF budgets, confirms the funded projects are located within the TIF district, and are set forth in the individual TIF district’s plan.

The TIF Investigation Working Group thanked Tom Marko for promptly providing the estimated River TIF district’s revenues.
